Target communes and villages
At present, there are totally 5 target communes among which 2 communes had been selected before the commencement of the Project according to an agreement between the Vietnamese and Japanese sides, and initiated in 2004. The other 3 communes were selected on the base of a baseline survey conducted in 18 communes and initiated in 2005.
There are 2 target villages selected in each commune based on criteria and indicators that obtained from the outcomes of baselines surveys.

Participants (beneficiaries)
The major beneficiaries of the OFT are local people (farmers). Basic conditions to be the participants are to hold forest land to conduct any forestry-related activities or to join the activities in community forests. However, due to the limitation of budget, the Project cannot cover all the requesters, and the final participants are selected according to criteria and indicators established by the WG.
Only those who participate to the forestry activities can, in principal, take part in the ‘incentive activities’.
