GENERAL<br \/>\nCONTEXT, ADVANTAGES AND DISADVANTAGES<\/span><\/strong><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in;line-height: normal\"><strong><span>General context:<\/span><\/strong><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -17.6pt;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>In 2012, althought domestic economy<br \/>\nwas difficult but VAFS has strengthened and developed in the right direction of<br \/>\nResolution 20\/NQ-TW of <span style=\"background: none repeat scroll 0% 0% white\">The Central Committee of<br \/>\nthe Communist Party of Vietnam<\/span> about science and technology development.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -17.6pt;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>VAFS was awarded the Second<br \/>\nIndependent Medal; held successfully Conference on Forestry Science and<br \/>\nTechnology in North Central Coast Region of Vietnam and 30 year anniversary of<br \/>\npostgraduate training on the occassion of Vietnam Forest\u2019s Day.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -17.6pt;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>Minister of MARD has issued a numbers<br \/>\nof decisions to complete organizational structure of VAFS.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -17.6pt;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>In 2012, the structure of VAFS was<br \/>\nrearranged that comprises Board of Presidents (including 1 President, 4 Deputy<br \/>\nPresidents from 25 May 2012); 3 functional divisions, 6 research divisions, 14<br \/>\ncenters and 1 sub-institute were transfered 4 functional departments, 6<br \/>\ninstitutes, 7 centers; 13 organizations of VAFS were rearranged and start<br \/>\noperating well.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -17.6pt;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>VAFS has 609 staff of which 471 are<br \/>\npermanent staff and 137 are contracted staff. Staff includes 5 Associate<br \/>\nProfessors, 1 Doctor of Science, 37 Doctors of Philosophy, 157 Masters, 269<br \/>\nEngineers\/Bachelors of Science, and 141 technicians and workers. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in;text-align: justify;line-height: normal\"><strong><span>Advantages:<\/span><\/strong><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -17.6pt;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>VAFS has received the attention and<br \/>\ndirection of the Vice President Nguyen Thi Doan, leaders of Ministry of<br \/>\nAgriculture and Rural Development (MARD), Ministry of Science and Technology,<br \/>\nand the active support of the Administration of Forestry, Departments of MARD<br \/>\nand other relevant agencies.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -17.6pt;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>VAFS staff are highly qualified and<br \/>\nyoung staff are increasing significantly in comparision with 2011.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -17.6pt;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>Under the direct leadership of the<br \/>\nParty Committee and VAFS leaders, the policies and implementation of tasks have<br \/>\nbeen disseminated quickly and efficiently.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -17.6pt;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>As a consequence, VAFS has been<br \/>\nawarded a large number of projects and programs to ensure work for all staff.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in;text-align: justify;line-height: normal\"><strong><span>Disadvantages:<\/span><\/strong><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -17.6pt;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>Adverse and unexpected climates<br \/>\nconditions created difficulties for the establishment of some field<br \/>\nexperiments.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -17.6pt;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>Research activities of VAFS have<br \/>\nbeen implemented nationwide although the number of staff in the functional<br \/>\ndivisions was reduced, causing difficulties in monitoring and supervision of<br \/>\nsome research projects.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -17.6pt;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>Due to restructuring of operation<br \/>\nunits, it took time to build projects and handle involved procedures. Moreover,<br \/>\nthe leader appointment of the units has not been finalized so the operation has<br \/>\nnot been stable.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -17.6pt;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>There are no adequate regulations to<br \/>\ntransform science and technology units to operate under the self-financing<br \/>\nmechanism under Decree 115\/ND-CP, so the units cannot identify the clear plan<br \/>\nfor its unit conversions.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -17.6pt;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>The projects are not distributed<br \/>\nevenly among research fields and units, which have bad effects on management<br \/>\nand direction of the Academy and units\u2019 operation.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -17.6pt;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>Project budgets were not added<br \/>\ntogether with higher labor and inputs costs and additional difficulties in<br \/>\nimplementing programs. The Academy only received funding to implement three of<br \/>\nthe four approved basic construction projects.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 64.35pt;text-indent: -0.25in;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>\u00a0<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in;text-align: center;line-height: normal\" align=\"center\"><strong><span>PART 2. TASKS<br \/>\nUNDERTAKEN IN 2012<\/span><\/strong><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in;text-align: justify;text-indent: 35.45pt;line-height: normal\"><span>In 2012, VAFS implemented 74<br \/>\nscientific, technological and environmental tasks at ministry and national<br \/>\nlevel and at the institute and provincial level; 8 forest tree breeding<br \/>\nprojects; 4 agricultural encouragement and 7 forestry development projects; 2<br \/>\nequipment and tool procurement projects; 3 basic construction projects; 4 small<br \/>\nconstruction and big maintenance projects; 10 international projects\/contracts;<br \/>\nand post-graduate training of 47 PhD candidates.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in;text-align: justify;text-indent: 35.45pt;line-height: normal\"><span>The total budget of VAFS for 2012<br \/>\nwas 195,893\u00a0million\u00a0VND, about 18.9% higher than that compared to its<br \/>\n2011 budget. Of the budget, budget for scientific, technological and<br \/>\nenvironmental tasks was 36,891 million VND; for forest tree breeding,<br \/>\nagricultural encouragement and forestry development projects was 9,045 million<br \/>\nVND; for international projects was 7,618 million VND; for small construction<br \/>\nand big maintenance projects was 24,305 million VND; for contracts value for<br \/>\nscientific services and commercial production was 89,021\u00a0million\u00a0VND;<br \/>\nand budget for doctoral training was 218 million VND.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in;text-indent: 28.35pt;line-height: normal\"><span>\u00a0<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in;text-align: center;line-height: normal\" align=\"center\"><strong><span>PART 3.<br \/>\nACHIEVEMENTS<\/span><\/strong><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in;line-height: normal\"><strong><span>3.1. Scientific, technological and environmental tasks <\/span><\/strong><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in;text-align: justify;text-indent: 35.45pt;line-height: normal\"><span>As mentioned above, in 2012, VAFS<br \/>\nimplemented 74 scientific, technological and environmental tasks, including 15<br \/>\ntasks at the national level, 41 topic and pilot production and environmental<br \/>\nprojects at ministry level, 10 regulated standard at ministry level, 8 tasks at<br \/>\nthe unit level. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in;text-align: justify;text-indent: 35.45pt;line-height: normal\"><span>Of the scientific, technological and<br \/>\nenvironment tasks, 38% were financed by 34% of the total budget implemented by<br \/>\nthe relevant Hanoi units of VAFS and the rest was undertaken by Research<br \/>\nCentres and the Sub-Institutes under VAFS.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in;text-align: justify;text-indent: 35.45pt;line-height: normal\"><span>The scientific, technological and<br \/>\nenvironment tasks in 2012 reduced in comparsion with that in 2011 (90 tasks),<br \/>\nbut the total budget increased. Because tasks at the unit level were not<br \/>\nfinanced by MARD. Eight tasks at the unit level in 2012 were implemented by<br \/>\nforest exploitation fund of units. The main achievments for 2012 were:<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in;line-height: normal\"><strong><em><span>Forest tree<br \/>\nbreeding and forest bio-technology:<\/span><\/em><\/strong><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -0.25in;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>MARD approved distribution of three<br \/>\nnational and two advanced tree varieties of <em>Macadamia<br \/>\nintegrifolia<\/em>; one national and 11 advanced tree varieties of Eucaliptus<br \/>\nhybrid<em> <\/em>and<em> E. urophylla,<\/em><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -0.25in;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>The science and technology tasks<br \/>\nevaluated the growth, physical and chemical properties of Acacia hybrid<br \/>\n(natural and artificial), <em>A.<br \/>\nauriculiformis, A. cassicarpa, A. mangium, E. camaldulensis, E. pelita, <\/em>Eucalyptus<em> <\/em>hybrid (in different breeding<br \/>\npopulations), and then selecting over 1,000 plus trees, <span style=\"background: none repeat scroll 0% 0% yellow\">d\u1eabn d\u00f2ng<\/span>, collecting seed and pollen for 800 plus trees;<br \/>\nHybridizing within and between species for <em>Acacia<\/em><br \/>\nand <em>Eucalyptus<\/em>,<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -0.25in;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>Hybridizing <em>E. camaldulensis<\/em>, artificially infected E. hybrid<em>, <\/em>crossed several lines of <em>E. camaldulensis<\/em> and separating DNA to<br \/>\nrun the SSR\/RAPD reaction test for the development of tolerance to leaf dot<br \/>\ndisease in <em>E. camaldulensis<\/em> using<br \/>\nmolecule indicators,<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -0.25in;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>Separating DNA from 200 parent trees<br \/>\nof <em>A. mangium<\/em> and <em>A. auriculiformis<\/em> (100 trees\/species).<br \/>\nSelecting three directives separation chat with leaf dot disease resistance<br \/>\nlocus and 30 SSR indicators are highly polymorphic for fast breeding research<br \/>\ngathered,<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -0.25in;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>Procedure uses indicator<br \/>\nSTS to identify <em>E. camaldulensis<\/em><br \/>\nvarieties to resist leaf dot disease was proposed,<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -0.25in;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>Environment, bacterial<br \/>\nculture time, transgenic condition, selective culture medium for <em>E. urophylla<\/em> was determined,<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -0.25in;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>Completion of technical procedures<br \/>\nto rapidly propagate 6 Acacia hybrid clones, BV10, BV16, BV32, BV71, BV73, and<br \/>\nBV75, using tissue culture,<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -0.25in;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>Initially determining the bud<br \/>\nregeneration environment for 20 varieties of A. hybrid (AH1, AH7, TB1, TB11), <em>A. auriculiformis<\/em> (AA1, AA9, Clt26,<br \/>\nClt7, Clt18, Clt57), <em>E. camaldulensis <\/em>(C55,<br \/>\nC159BV22), E. hybrid (UP35, UP58, UP59, UP72, UP99), <em>E.<\/em> <em>urophylla<\/em> (89.1,<br \/>\n89.2),<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -0.25in;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>Propagated by cutting for <em>Dipterocarpus alatus, Hopea odorata,<br \/>\nCoscinium fenestratum, Camellia lutescens<\/em>,<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -0.25in;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>Producing the hundreds of thousands<br \/>\nseedlings to establish trials and supply its with many domestic and foreign<br \/>\nenterprises,<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -0.25in;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>Storing 200 varieties of <em>Acacia, Eucalyptus<\/em> and some native<br \/>\nspecies in the tissue culture room,<\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin: 6pt 0in 6pt 35.45pt;text-align: justify;text-indent: -17.85pt;line-height: normal\"><span><span>\u2022<span><br \/>\n<\/span><\/span><\/span><span>Developing, taking care of and protecting<br \/>\na total area of approximately 1,000
