{"id":589,"date":"2010-08-06T07:44:47","date_gmt":"2010-08-06T07:44:47","guid":{"rendered":"http:\/\/envafs.dungnq.local\/2010\/08\/06\/forest-science-institute-of-vietnam-fsiv-annual-report-2009\/"},"modified":"2014-03-31T09:14:56","modified_gmt":"2014-03-31T02:14:56","slug":"forest-science-institute-of-vietnam-fsiv-annual-report-2009","status":"publish","type":"post","link":"https:\/\/vafs.gov.vn\/en\/2010\/08\/forest-science-institute-of-vietnam-fsiv-annual-report-2009\/","title":{"rendered":"Forest science institute of Vietnam (FSIV) annual report 2009"},"content":{"rendered":"<p align=\"justify\"><strong><span style=\"font-family: Arial;font-size: 10pt\">PART<\/span><\/strong><strong><span style=\"font-family: Arial;font-size: 10pt\"> I.<\/span><\/strong><strong><span style=\"font-family: Arial;font-size: 10pt\"> GENERAL CHARACTERISTICS, ADVANTAGES and DIFFICULTIES<\/span><\/strong><strong><span style=\"font-family: Arial;font-size: 10pt\">\u00a0<\/span><\/strong><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">The year 2009 is the fourth year of the Five Year Plan of the period 2006-2010 for FSIV. It was an important year for FSIV as it prepared for the change to a scientific and technological organization which requires a self-sufficient budget mechanism according to the Decree 115\/2005\/ND-CP. Furthermore, it is the fifth year that FSIV had participated in tendering for scientific and technological tasks, and FSIV has been successful in achieving 16 projects. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">The organizational structure of FSIV includes a Director General, four Deputy Director Generals, three functional divisions, six research divisions, 14 research centers and one sub-institute. FSIV employs 579 staff, of which 415 are regular staff and 164 are irregular staff. The qualifications of the staff are: 0.7% associate professors, 4.3% doctors, 17.8% Masters, 45.4% engineers\/bachelors, and 31% certificates\/workers. <\/span><\/p>\n<p align=\"justify\"><strong><span style=\"font-family: Arial;font-size: 10pt\">Advantages:<\/span><\/strong><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">FSIV employs are both highly qualified and experience scientists and young researchers, who are active and enthusiastic to undertake study and research. Under the direction of the FSIV Directorate, the activities in all<\/span><span style=\"font-family: Arial;font-size: 10pt\"> centres<\/span><span style=\"font-family: Arial;font-size: 10pt\"> have been effectively and efficiently carried out. MARD has assigned a large number of research projects to FSIV. <\/span><\/p>\n<p align=\"justify\"><strong><span style=\"font-family: Arial;font-size: 10pt\">Difficulties:<\/span><\/strong><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Dry weather and drought have been experienced in the Middle of the country and with strong typhoons some experimental plots have been damaged. Research activities of FSIV have been implemented across the country, but the number of staff working in functional divisions was reduced. This reduction of staff has caused some difficulty in the monitoring and evaluation of results in some research projects. Tasks were not equally assigned among research fields and units. The principles and regulations for running the Decree 115 have not been well completed making it difficult to implement the Decree.\u00a0<\/span><span style=\"font-family: Arial;font-size: 10pt\">\u00a0<\/span><\/p>\n<p align=\"justify\"><strong><span style=\"font-family: Arial;font-size: 10pt\">PART 2: TASKS IN 2009<\/span><\/strong><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">In 2009, FSIV implemented the following projects:<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">103 scientific, technological and environmental tasks with a value of 40.758 billion VND, <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">12 scientific and technological projects and 661 projects with a value of 4.118 billion VND; <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">seven contracts for forestry extension with a value of 2.079 billion VND; <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">three breeding projects with a value of 13.171 billion VND; <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">six equipment and tool strengthening projects with a value of 9.172 billion VND; <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">four small size construction and reparation projects with a value of 30.876 billion VND; <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">six basic construction projects with a value of 780 million VND; <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">twelve international cooperation projects with a value of 4.802 billion VND;<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">training 34 P.D students worth with a value of 90 million VND;<\/span><span style=\"font-family: Arial;font-size: 10pt\">Implemented more than 126 science, services and production contracts with a total value of 33.63 billion VND. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">The total budget of FSIV in 2009 was around 155.616 billion VND, which is an increase of 11% compared with 2008.<\/span><span style=\"font-family: Arial;font-size: 10pt\">\u00a0<\/span><\/p>\n<p align=\"justify\"><strong><span style=\"font-family: Arial;font-size: 10pt\">PART 3: ACHIEVEMENT <\/span><\/strong><\/p>\n<p align=\"justify\"><strong><span style=\"font-family: Arial;font-size: 10pt\">3.1. Results from science technology and environment projects<\/span><\/strong><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">The main achievements of the different research areas are as follows:<\/span><\/p>\n<p align=\"justify\"><strong><span style=\"font-family: Arial;font-size: 10pt\">3.1.1. Silvicultural area<\/span><\/strong><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">One national variety of <em>Acacia auriculiformics<\/em> and 14 advanced technical varieties and four clones of <em>E. camaldulensis<\/em> were approved by MARD.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Propagation techniques by using mature embryo for <em>Pinus keysii<\/em> were implemented. Gene Bt was moved to embryogenesis.<\/span><span style=\"font-family: Arial;font-size: 10pt\">1<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">8 pairs of SSR and three RAPD were found to apply in research genetic relationship of <em>A. auriculiformis<\/em>. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Established several hybrid-combinations between <em>Azadirachta excelsa<\/em> and <em>Azadirachta excelsa<\/em>. There was a difference of growth between hybrid trees and their parents. Hybrid strains between <em>E. urophylla<\/em>and <em>E. pellita<\/em>, between <em>E. grandis<\/em> and <em>E. pellita<\/em> grew fastest. <\/span><span style=\"font-family: Arial;font-size: 10pt\">Developed propagation methods by tissue culture and cutting for selected <em>Tectona grandis<\/em> and <em>Melia azedarch<\/em>.<span>\u00a0 <\/span><\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Develop propagation methods for natural hybrid Acacia, manmade hybrid Acacia, <em>E. urophylla<\/em>, manmade Eucalyptus, and <em>Chukrasia tabularis<\/em>. Cutting method guideline generated for <em>Michelia mediocris<\/em>, <em>Dalbergia tonkinensis<\/em> and <em>Celastrus hindsii<\/em>. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Classified plantation sites for <em>Cleistanthus petelotii<\/em> and <em>Scaphium macropodum<\/em>. The light requirement for <em>Scaphium macropodum<\/em> in nursery was found to be 50-70% of the full light. Four potential provenances of <em>Scaphium macropodum<\/em> for plantation was found, yield is more than 1.5 ton\/ha\/year after 2 years since being planted; selected 85 plus trees in Ninh Thuan the yield is of 2.0-3.2 kg\/tree\/year. Applied the products of root symbiosis fungus AM to increase the yield of Jatropha seed of up to 25-35%, and increase the rate of flowering trees to 16-25% compared with controlled plots.<span>\u00a0 <\/span><\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Identified the light requirement of <em>Machilus odoratissima<\/em> and <em>Pterocarpus macrocacarpus<\/em>, and the nutrient requirement of 1-2 year seedlings of <em>Machilus odoratissima<\/em>, <em>Lithocarpus ducampii<\/em>, and <em>Pterocarpus macrocacarpus<\/em> in nursery; recommended technical solutions to planting and rehabilitating a mixture of <em>Machilus odoratissima<\/em><\/span><span style=\"font-family: Arial;font-size: 10pt\">, <em><span>Lithocarpus ducampii<\/span><\/em> v\u00e0 <em><span>Pterocarpus macrocacarpus<\/span><\/em><\/span><span style=\"font-family: Arial;font-size: 10pt\">Developed criteria for classification of soil for planting <\/span><em><span style=\"font-family: Arial;font-size: 10pt\">Acacia mangium<\/span><\/em><span style=\"font-family: Arial;font-size: 10pt\">, <em>Acacia hybrid<\/em>, <em>Acacia auriculiformis<\/em>, <em>E. urophylla<\/em>, <em>Dendrocalamus membranaceus<\/em>, <em>Pinus massoniana<\/em>, <em>Pinus merkusii<\/em>, <em>Pinus kesiya<\/em>, <em>Dipterocarpus alatus<\/em> and <em>Hopea odorata<\/em> in five ecological regions of the North Central, North East, North of the Central, Central Highlands, and South East. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Recommended budget for forest production planting; generated software to classify soil; developed procedures for inventory and classification of soil. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Identified criteria to classify hazardous sites for mangrove forests; developed six maps with scale of 1\/100000 to describe progress of mangrove forests in Quang Ninh, Hai Phong through year of 1990, 1995, and 2000.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Developed seven maps with scales of 1\/100000 (cover rate, slope, rainfall, soil type, soil layer, soil texture, distance to residential area), and the map of degraded watershed forest of Ca River &#8211; Nghe An; guidelines for classification of degraded watershed forests; developed project proposal to rehabilitate and develop degraded watershed forest of Ca River. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Selected several plus trees of <em>Camellia oleifera<\/em> for a provenance trial; completed propagation techniques and intensive planting of <em>Camellia oleifera<\/em>. Supplemented knowledge of silvics of some species belong to Fagacaea family in Central Highlands and techniques to promote natural regeneration to convert into forest proving commercial products; Conditions and techniques to plant <em>Michelia macclurei<\/em> and <em>Cedre odorata.<\/em><\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Identified wood properties, the uses of wood, site classification for planting two species of <em>Schima wallichii<\/em>.<\/span><span style=\"font-family: Arial;font-size: 10pt\">Identified scientific basis for rehabilitation of degraded <em>Dendrocalamus membranaceus<\/em> forests in Thanh Hoa. Initial selected species, techniques and established models to covert degraded <em>Dendrocalamus membranaceus<\/em> forest into fast growing plantation (<em>Acacia, Eucalyptus<\/em>) and plantation mixture of native species (<em>Erythrofluem fordii<\/em>, <em>Lithocarpus fissus<\/em>, <em>Cinamomum parthenoxylum<\/em>, <em>Hopea odorata<\/em>, <em>Aglaia spectabilis<\/em>) in Hoa Binh, Phu Tho, and Thanh Hoa. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Developed techniques to produce seedlings and establish experiments to grow <em>Moringa oleifera<\/em> to provide raw materials for bio-oil; techniques to grow rattan. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Drafted procedure for establishing intensive plantation of <em>Acacia mangium, Acacia auriculiformis<\/em>, <em>E. urophylla<\/em>, <em>Pinus caribae<\/em> for saw log purposes. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Developed guidelines to promote natural regeneration of <em>A. mangium<\/em>. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Identified the distribution regions, silvics characteristics, and selected 210 plus trees of three species <em>Brownlowia tabularis<\/em>, <em>Toona surenii<\/em> and <em>Dipterocarpus costatus<\/em>.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Researches on the distribution, silvics of <em>Cleidion spiciflorum<\/em>, <em>Parkia sumatrana<\/em> show that DBH growth rate is 3-5 cm\/year. Wood is suitable for veneer, but it is not good for furniture due to its limited properties. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Established 18 ha of experiments to manage the layer of shrub and vegetation, nutrients, branching and thinning for <em>Eucalyptus, Acacia hybrid, and A. auriculiformis. <\/em><\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Identified silvics characteristics, reviewed models and silvicultural methodologies applied for <em>Lithocarpus fissus<\/em> and <em>Neolamarckia cadamba<\/em> in some ecological regions; selected 200 plus trees for the two species. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Selected 20 trees of <em>E. camaldulensis<\/em> to resist disease and to be sensitive to leaf spot disease.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Identified components and distribution of plants occurring on stone, sand, and coral piece under irregular tide in provinces of the South of the Middle and the South.<span>\u00a0 <\/span>Reviewed the experiences to grow forest on stone, sand, coral piece; selected 50 parent trees of five species to provide seeds. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Established and collected data for silvics study in a system of 60 permanent plots for four types of forests: Salt-swamp tropical evergreen broad-leaved forest, Tropical evergreen broad-leaved forest, Tropical semi-deciduous board leaved forest, and Alum- swamp tropical evergreen broad leaved forest. Supplemented information, data and scientific basis on population growth of these above types of forests and growth of individuals of some dominant species. Supplemented structure characteristics and regeneration dynamics of the four forest types above. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Drafted procedures to produce micro-products to be applied to Pinus and Eucalyptus. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Separated 30 pure varieties of fungi from <em>Cordyceps<\/em> collected in Vietnam; described characteristics of 12 varieties and listed genetic sources of <em>Cordyceps<\/em>. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Listed insects to eat leaves of <em>A. hybrid<\/em>, <em>A. auriculiformis<\/em>, and <em>A. mangium<\/em> in Quang Tri. <\/span><span style=\"font-family: Arial;font-size: 10pt\">Drafted technical procedures to control forest disease. <\/span><\/p>\n<p align=\"justify\"><strong><em><span style=\"font-family: Arial;font-size: 10pt\">3.1.2.<\/span><\/em><\/strong><strong><em><span style=\"font-family: Arial;font-size: 10pt\"> Forest<\/span><\/em><\/strong><strong><em><span style=\"font-family: Arial;font-size: 10pt\"> Industry <\/span><\/em><\/strong><\/p>\n<p align=\"justify\"><strong><\/strong><span style=\"font-family: Arial;font-size: 10pt\">Identified anatomical characteristics, wood properties and chemical composition of <em>Alstonia scholaris,<\/em> <em>Aquilaria crassna<\/em>, <em>E. urophylla<\/em>, <em>Bombax malabrica<\/em>; Published Atlat<span>\u00a0 <\/span>retaining to wood properties and bamboo of Vietnam. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Developed technical solutions to problems that happen in wood processing (saw, dry, finger board&#8230;), to increase the consumption of wood of <em>E. urophylla<\/em>for furniture manufacture.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Identified technological factors to produce furniture using bamboo. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Researched technology to change plantation, wood properties, designed and produced equipment to change wood properties for boat manufacture. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Drafted procedures to dry wood for floor making; identify chemical and humid \u2013hot methods to limit the problems of the wood; Tested procedure to produce charcoal and designed equipment to produce charcoal from <em>Rhizophora apiculata<\/em> wood. <\/span><span style=\"font-family: Arial;font-size: 10pt\">Identified methods to saw <\/span><em><span style=\"font-family: Arial;font-size: 10pt\">Melaleuca leucadendron<\/span><\/em><span style=\"font-family: Arial;font-size: 10pt\"> wood for furniture making with the use rate of 18.75%. Recommended technical procedures to preserve logs and sawn wood using chemical LN5 and XM5. Forestry economy and policy<\/span><\/em><\/strong><\/p>\n<p align=\"justify\"><strong><\/strong><span style=\"font-family: Arial;font-size: 10pt\">Reviewed theoretical basis on policy and solution to increase competitive capacity of small and middle enterprises regarding the WTO conditions. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Identified generally capacitive capacity, policy status, and solutions to increase competitive capacity of small and middle enterprises. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Evaluated status of plantation, exported market of wood furniture, import of material, effectiveness of plantation of some main species for commercial purposes, evaluated the impact of policy on production and livelihood of people, recommended policy orientation to promote development of main species for the commercial purposes in the three regions of North East, North Central, and North of Central. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Assessed the status and initially recommended forestry trade organizations. <\/span><\/p>\n<p align=\"justify\"><strong><span style=\"font-family: Arial;font-size: 10pt\">3.2. Breeding project, Forestry Extension, 661<\/span><\/strong><strong><em><span style=\"font-family: Arial;font-size: 10pt\">a. Breeding project<\/span><\/em><\/strong><\/p>\n<p align=\"justify\"><strong><\/strong><em><span style=\"font-family: Arial;font-size: 10pt\">Project: Development of tree breeding for planting economic plantation<\/span><\/em><span style=\"font-family: Arial;font-size: 10pt\">: <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Established 66 ha or seed stand, seed orchard, and original parent orchard of <em>E. urophylla<\/em>, <em>E. pellita, Acacia hybrid, Acacia auriculiformis, Acacia mangium, <\/em><span>Acacia orassicarpa<\/span>and Pinus caribae, 18 breeding material orchards, stored 68 varieties in a laboratory. Scientific service and trade <\/span><\/strong><\/p>\n<p align=\"justify\"><strong><\/strong><span style=\"font-family: Arial;font-size: 10pt\">Signed 126 contracts in various fields in line with the tasks and missions of FSIV, with a budget of 33.63 billion VND. Specifically, the North Central VN Forest Science and Production Centre attained 23.53 billion VND, equally 70% the total budget for this aspect of FSIV. <\/span><\/p>\n<p align=\"justify\"><strong><span style=\"font-family: Arial;font-size: 10pt\">3.5. Post Graduate-Training <\/span><\/strong><\/p>\n<p align=\"justify\"><strong><\/strong><span style=\"font-family: Arial;font-size: 10pt\">In 2009, FSIV held an exam to select seven PhD candidates for the period of 2009 &#8211; 2013. In the same year, there were five PhD candidates who completed research topic examines, three PhD candidates successfully presented at the basis committee, six PhD candidates were completing their theses for submission at National committee, two PhD candidates successfully presented their work for examination and review by the national committee. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Nine scientists were supervisors for six under-graduate students, nine master students, and 13 PhD students.<span>\u00a0 <\/span>Scientists of FSIV also participated in generating a text book, documents and giving lectures at Forestry University, Thai Nguyen Agriculture and Forestry University, and University of Central Highlands.<span>\u00a0 <\/span><\/span><\/p>\n<p align=\"justify\"><strong><span style=\"font-family: Arial;font-size: 10pt\">3.6. Data and information <\/span><\/strong><\/p>\n<p align=\"justify\"><strong><\/strong><span style=\"font-family: Arial;font-size: 10pt\">Published four volumes of high quality forest science journals; Published the Conference Proceeding for Forestry Science and Technology in Northern Vietnam; Published the book: Guidelines the forestry breeding for the period of 2000-2009. In addition, FSIV published 14 other books for the purpose of training and technical transfer. Published 70 articles in Vietnamese, five articles in English, 87 papers in Vietnamese in conference proceeding, five papers in English in International conference proceeding. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Disseminated FSIV and its achievement at a number of conferences held both in Vietnam and overseas. <\/span><\/p>\n<p align=\"justify\"><strong><span style=\"font-family: Arial;font-size: 10pt\">3.7. General evaluation <\/span><\/strong><\/p>\n<p align=\"justify\"><strong><\/strong><strong><em><span style=\"font-family: Arial;font-size: 10pt\">a. Main achievement<\/span><\/em><\/strong><\/p>\n<p align=\"justify\"><strong><em><\/em><\/strong><span style=\"font-family: Arial;font-size: 10pt\">In 2009, FSIV successfully implemented a large number of activities with the budget only 11% higher than in 2008.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Implemented successfully 103 science, technology and environment tasks with the budget of 40.758 billion VND. MARD approved 15 new forestry varieties, of which one national variety of <em>A. auriculiformics<\/em>, ten advanced varieties of A. auriculiformis, and four advanced varieties of<span>\u00a0 <\/span><em>E. camaldulensis<\/em>. Generated 14 technical procedures to control forest pest and disease, harvesting, wood processing and preservation. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Successfully tendered for 16 science and technology tasks of which one was a national task and 15 were at ministry level. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">FSIV implemented 126 contracts to do services and technical transfer with a budget of 33.63 billion VND. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Well managed and implemented projects of basis construction, particularly nearly completed the project of three laboratories. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Administration, planning and science management, finance and account were well implemented.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">In short, the achievements of FSIV attained in 2009 is a good motivation and the basis for the coming years, particularly to be a good basis for the implementing the Decree 115.<\/span><\/p>\n<p align=\"justify\"><strong><em><span style=\"font-family: Arial;font-size: 10pt\">b. Weakness<\/span><\/em><\/strong><\/p>\n<p align=\"justify\"><strong><em><\/em><\/strong><span style=\"font-family: Arial;font-size: 10pt\">Due to the areas carried out activities were very large, and the activities were also various, the monitoring and evaluation of the project implementation were still limited. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">The management within some units under FSIV was not good, and again the monitoring and evaluation activities were not well implemented. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">The number of science and technology tasks was large, but they did not equally distribute into every forest field, and there was a lack of research results that transferred into production. <\/span><\/p>\n<h4 style=\"text-align: center;line-height: 18pt;text-indent: 0pt;margin: 0pt\" align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">PART IV: SOLUTION TO IMPLEMENT TASKS IN 2010<\/span><\/h4>\n<p align=\"justify\"><strong><em><span style=\"font-family: Arial;font-size: 10pt\">1. Management of FSIV<\/span><\/em><\/strong><\/p>\n<p align=\"justify\"><strong><em><\/em><\/strong><span style=\"font-family: Arial;font-size: 10pt\">Increase the management effectiveness of the institution, strengthen the direction of the Communist Party, and strengthen the management of the functional divisions, research divisions, centers and sub-institutes. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Strengthen the collaboration between research divisions and regional centers. Increase implementation of introduced principles and regulations, revise and supplement principles and regulations if they are no longer suitable.<span>\u00a0 <\/span><\/span><span style=\"font-family: Arial;font-size: 10pt\">Continue organizing workshop and conferences.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Discussing the plan and schedule to implement the Decree 115. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Implement effectively activities to prevent duplication of activities.<span>\u00a0 <\/span><\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Organize the science and technology conference in the South. <\/span><\/p>\n<p align=\"justify\"><strong><em><span style=\"font-family: Arial;font-size: 10pt\">2. Personnel organization <\/span><\/em><\/strong><\/p>\n<p align=\"justify\"><strong><em><\/em><\/strong><span style=\"font-family: Arial;font-size: 10pt\">Complete the Plan of establishing the new Institute to submit to MARD and then to the Government.<\/span><span style=\"font-family: Arial;font-size: 10pt\">Implement the personnel planning, and the regime as introduced.<\/span><\/p>\n<p align=\"justify\"><strong><em><span style=\"font-family: Arial;font-size: 10pt\">3. Plan of science and technology projects <\/span><\/em><\/strong><\/p>\n<p align=\"justify\"><strong><em><\/em><\/strong><span style=\"font-family: Arial;font-size: 10pt\">Effectively implement and manage 97 Science and Technology tasks in 2010, of which 10 should be at national level, 51 at ministry level, 28 at unit level, and 8 at provincial level. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Develop new proposals.<span>\u00a0 <\/span><\/span><span style=\"font-family: Arial;font-size: 10pt\">Identify the tasks and projects for 2011. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Continue organizing scientific workshops, mid-term and final workshops for projects.<span>\u00a0 <\/span><\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Organize the consultation workshop to comment on new projects for 2010. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Strengthen the consultation, monitoring and evaluation from FSIV, centers and research division to the activities process and results of projects. Increase the quality of project implementation and results. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Increase the quantity and quality of research results to be transferred to production. <\/span><\/p>\n<p align=\"justify\"><strong><em><span style=\"font-family: Arial;font-size: 10pt\">4. International cooperation <\/span><\/em><\/strong><\/p>\n<p align=\"justify\"><strong><em><\/em><\/strong><span style=\"font-family: Arial;font-size: 10pt\">Strengthen the cooperation with international partners in research and development, technology transfer. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Manage international projects efficiently.<span>\u00a0 <\/span><\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Develop and implement new international projects, to combine international cooperation with education and training. <\/span><\/p>\n<p align=\"justify\"><strong><em><span style=\"font-family: Arial;font-size: 10pt\">5. Staff training<span>\u00a0 <\/span><\/span><\/em><\/strong><\/p>\n<p align=\"justify\"><strong><em><\/em><\/strong><span style=\"font-family: Arial;font-size: 10pt\">Strengthen the collaboration between FSIV and other research, education and training institutions. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Develop the training of research staff, particularly for post-graduate training for research divisions. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Monitoring and promote PhD candidates to implement projects and theses following the approved schedules, and improve the quality of theses. <\/span><\/p>\n<p align=\"justify\"><strong><em><span style=\"font-family: Arial;font-size: 10pt\">6. Data and information <\/span><\/em><\/strong><\/p>\n<p align=\"justify\"><strong><em><\/em><\/strong><span style=\"font-family: Arial;font-size: 10pt\">Strengthen the dissemination of FSIV, its activities and achievements. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Improve the Website with updated and useful information and research results from FSIV. <\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: Arial;font-size: 10pt\">Strengthen the e database of plant resources and research results.
