The studies were conducted in Phu Tho and Yen Bai based on the following hypotheses; 1) Structural design of the S&C program affects women’s participation; 2) Female officers will have a positive effect on women’s participation; 3) women’s participation is limited by socio-cultural perceptions of gender roles and traditional practices; 4) Women bear a greater burden of the work associated with the loan activity than men.<\/FONT><\/FONT><\/TD>
