The Five Million Hectares Reforestation Program seeks to evolve an enabling implementation framework by focusing the following three interrelated outputs: 1) Generate a set of criteria and indicators for forest land evaluation; 2) Develop guidelines for participatory land use planning; 3) Elaborate guidelines for monitoring and evaluating plantation establishment and natural forest regeneration. This report covers these outputs and draws together key issues having a bearing on a conceptual frame work on preliminary criteria and indicators for forest land evaluation.<\/FONT><\/FONT><\/TD>
